The ranking is created on the basis of bibliometric and webometric indicators, the latter of which the name of the ranking refers to, and these are the indicators which are most often highlighted in the descriptions and comments of the ranking.

The Webometrics ranking is the largest global ranking, it ranks all universities, not just the best ones. It takes into account the presence and recognition of universities on the web. The Webometrics ranking was first published in 2004. Its goal is to increase the presence of academic and research institutions on the Internet and promote online publishing, as well as support any Open Access, electronic access to research publications and other academic materials.

The ranking is published by the Cybermetrics Lab, a research group of the Spanish National Research Council (Consejo Superior de Investigaciones Científicas, CSIC) based in Madrid. It is the largest public research institution in Spain and reports to the Ministry of Science, Innovation and Higher Education.
