Financial support



1. Student may apply for financial support from the resources assigned for the purpose in the state budget, in the form of:

a.Welfare scholarship;

b.Subsistence scholarship

c.Housing scholarship;

d. Special scholarship for students with disabilities;

e. Scholarship for outstanding results in education or sport;

f. Ministry Educational Achievement Scholarship;

g. Ministry Sports Achievement Scholarship;

h. Allowances.

General regulations concerning granting the financial support benefits for students:
The welfare, housing and subsistence scholarship may be obtained by a person with the student status, starting with the first semester of the studies, whose financial condition is difficult. Their monthly net family income per capita must not exceed the limit provided in the Announcement in TUL Students Financial Support Regulations, established by the Rector, in cooperation with the student self-government.
The housing scholarship, for living in a dormitory or in any other place, may be given to the student taking regular full-time course. Such student may also obtain this scholarship due to the fact of living together with their unemployed spouse or a child; either in the dormitory or another place.
Special scholarship for students with disabilities may be obtained by a person with a student status, since the beginning of studies, due to a disability certified by particular institution in authority.
Scholarship for outstanding results in education or sport may be received, not earlier than after the completion of the first year of studies, by a student who, in compliance with the TUL Students Financial Support Regulations has obtained exceptional record or has significant sports achievement on the state or international level. Also a first-year student of the second-cycle studies may apply for the above-mentioned scholarship, provided that the studies are undertaken within a year from the first-cycle graduation, and on condition that the criteria necessary were fulfilled during the last year of the first-cycle studies.
The Ministry Educational or Sports Achievement Scholarships are awarded by the Minister in charge of the higher education area, on petition of the given faculty.
An allowance may be granted to a person with the student status who, due to current life circumstances has temporarily found themselves in difficult financial situation. An allowance is a single benefit and may be granted to a student twice within the academic year.
The scholarships mentioned in p. 1 (a-d) are granted by the Faculty Scholarship Commissions for the duration of the academic year, with the exception of a situation when the final year of studies lasts one semester, as planned in the study programme. The scholarships are paid out on a monthly basis. The scholarship 1e is granted by the Faculty Scholarship Commission for one semester and paid out on a monthly basis. All scholarships beside those for educational achievement are provided on student application, submitted to the University. A student of several faculties may obtain scholarships 1a,b,c,e, f, g (i.e. Welfare, Subsistence, Housing, Outstanding Results scholarship, Ministry achievement scholarships) at one of the faculties of their choice, throughout the whole period for which it has been granted. Scholarships 1 d, e (special for people with disabilities and the educational one) may be obtained at each of the Faculties.
The mentioned scholarships and allowances for students are tax-free.
Decisions taken on the University level, as to accepting or rejecting student’s application for financial support are administrative ones, specifically regulated by administrative law. The ultimate decisions taken by the Faculty Scholarship Commissions of Appeal may be altered by the respective branch of Voivodship Administrative Court, on student’s application (according to Higher Education Law)
Detailed regulations as to the value, granting procedures and distribution of financial support for students, along with specified criteria, welfare scholarship application form, and instructions on completing proper documentation proving student’s financial condition, may be found in Financial Support Regulations available at www.p.lodz.pl.

2. Educational regulations for the citizens of the Republic of Poland may also apply to:

a.Foreigners with permanent residence permission;
a.1. Holders of valid Polish Citizen Card;
b.Foreigners with the refugee status, obtained in the Republic of Poland;
c.Foreigners under temporary protection in the Republic of Poland;
d.Foreigners, who have been granted the European Communities long-term residence permission on the territory of the Republic of Poland;
e.Foreigners who have been granted temporary residence permission due to the circumstances described in art 53 of the Foreigners Act;
e.1 Foreigners who have been granted complementary protection on the territory of the Republic of Poland;
f. citizens of the EU member states, EFTA member states (Norway, Switzerland, Lichtenstein, Iceland), European Economic Area agreement parties or Swiss Confederation parties with permanent residence permission, as well as their family members.
 
The above mentioned foreign students have the right to apply for scholarships enlisted in p. 1 a-h (welfare, housing, subsistence, for people with disabilities, educational and sports achievements, Ministry scholarships, allowances). Scholarships and allowances to which these persons are entitled, are granted and paid out from the state budget, donated to the universities for the purpose of students’ financial support

3. The citizens of the EU member states or EFTA member states (Norway, Switzerland, Lichtenstein, Iceland), European Economic Area agreement parties and their families, possessing financial means necessary for covering the maintenance costs, may undertake and carry on studies on the basis of the regulations mandatory for the citizens of Poland, however they have no right to obtain scholarships a,b,c,d,h (welfare, housing, subsistence, for people with disabilities, allowances).
